Gary Neville believes drastic action must to be taken after witnessing the 'most bizarre transfer window' this summer.
The summer transfer window in the UK is officially closed as clubs had until 11pm on Friday to complete any deals.
On deadline day, Raheem Sterling joined Arsenal while Jadon Sancho moved to Chelsea.

And players in England left the country to pursue new challenges, with Scott McTominay ending his 22-year association with Manchester United.
He left Old Trafford to sign for Serie A side Napoli, who also snapped up Brighton's Billy Gilmour.
And Neville appeared to reference McTominay's transfer to Napoli when discussing the 'most bizarre transfer window' this summer.

The former Red Devils captain is adamant that the Premier League's Profit and Sustainability Rules (PSR) needs to be altered, explaining why in a passionate plea.
Speaking on Sky Sports ahead of Man United's game against Liverpool, he began: "It's the most bizarre transfer window.
"I think PSR is starting to be applied by the Premier League and that's why we are seeing a lot of clubs, including Manchester United having to navigate around... selling players they maybe wouldn't want to."

Neville added: "PSR was never designed so clubs had to sell their best academy players and that's what we are seeing so something needs to change dramatically in this next 12 months in terms of the rules."
He also argued that Newcastle United should be able to invest in their squad so that they can reach the levels of Manchester City and claimed Eddie Howe's side are being held back by the league.
But the 49-year-old insists 'security' and 'sustainability' needs to be in place.
