Chelsea will pay £52.5 million for the 24-year-old, who is set to complete his move to Thomas Tuchel's side.
The German is said to be a huge fan of the player, who he believes can play at both wing-back and on the left hand-side of a back three.
Colwill has been trialled as a central defender during pre-season but only played 45 minutes during Chelsea's preparations for the new season.

Therefore, it looked likely that he would depart the club either on loan or as a permanent transfer, with Brighton now set to get their hands on the player.
It was revealed by Fabrizio Romano that Chelsea had agreed a transfer for Cucurella, with the Italian journalist also dropping the bombshell that Colwill was set to go in the other direction.
Providing an update, Romano revealed that a buy-back clause would be agreed in the deal.
He wrote: "Been told Chelsea will have a buy back clause in Levi Colwill deal with Brighton, this is a key point of the negotiation now set to be completed.

These reports were added to by The Guardian's Jacob Steinberg, who confirmed the imminent signing of Cucurella before revealing that Colwill would likely join Brighton on a permanent deal too.
Nathan Gissing broke news of a potential fee of both the transfer and buy-back clause as final details are set to be resolved in the coming hours.
He wrote: "Levi Colwill will leave Chelsea to Brighton on a permanent deal and have a buy-back clause included. Told deal could be around £20-25m and have a buy-back clause of around £40-45m. Final details to be resolved."

Chelsea have previously included buy-back clauses in the likes of Tammy Abraham and Tino Livramento, players that they see potential in.
It remains to be seen as to whether Colwill can agree personal terms over a move to the south coast as he looks to be on the way out of Chelsea.
Following a succesful loan spell at Huddersfield Town, Colwill will no doubt slot into Potter's side.

The option to buy in the future will give Chelsea and Tuchel the ability to bring the 19-year-old back to the club once he has developed in the Premier League.
