Leeds have not received a formal offer for Kalvin Phillips yet despite heavy interest from Manchester City, according to a new report.
Manchester City have made Phillips a top target ahead of the new campaign as they bid farewell to club captain Fernandinho, who lifted his fourth Premier League title on the final day of last season.
With Phillips soon returning from England duty, City are set to advance in their pursuit of the 26-year-old and are believed to have the funds in place to match Leeds' reported £45-50 million asking price for the midfielder.

Phillips is currently in the process of switching agencies ahead of what could be a crucial move for the England international's career amid interest from the Etihad Stadium - as well as the prospect of playing in the Champions League and competing for major trophies.
As he enters the final two years remaining on his current contract at Elland Road, Leeds have set a sizeable asking price for their academy graduate after escaping relegation from the top-flight on the last day of the previous campaign.
The existence of a relegation-related release clause in Kalvin Phillip's contract has been reported recently, where any suitor club could have secured the Yorkshire-born star's services on a cut-price fee had Leeds failed to stay up.

However, despite reports widely suggesting there is confidence among those in Manchester and Leeds that Phillips is likely to express a desire to move if a bid comes in, sources close to Elland Road have revealed that no formal offers have been made yet for the midfielder.
As reported by Beren Cross of Leeds Live, Leeds remain braced for any incoming offers for Kalvin Phillips but are expecting contact from Manchester City director of football Txiki Begiristain soon.
It has been reiterated that Leeds are not under any pressure to sanction a sale for Phillips having stayed up but will assess and listen to offers as they come and then make a decision on Phillips' future at the club.

It is also worth noting Phillips is yet to have expressed a desire to leave but the club will consider any requests made by the midfielder's camp should they receive suitable offers for the Englishman.
Despite hoping to tie Phillips down to a new deal and secure his long-term future, the club are understood to be aware of City's rising interest in their midfielder since the final weeks of the previous campaign.
Manchester City have already closed deals for Erling Haaland and Julian Alvarez and are set to build on a strong start to the transfer window by pushing to sign Kalvin Phillips - to bolster their midfield and to increase competition for Rodri.
