The Frenchmen would ideally like to join a team that have qualified for the UEFA Champions League - so City, Liverpool, Chelsea and Tottenham Hotspur are the most likely suitors.
Despite this, the report also points out Manchester United and Arsenal could still make an offer to see what the player decides.
Rabiot - a former PSG star - has been linked with a move back to the French champions, but the report states he is not interested in that particular venture.
There is no concrete interest from any of the aforementioned clubs - including City - but the opportunity to sign such a high-class midfielder could be tempting.
