Richarlison has been linked with a move away from Goodison Park for a number of weeks after they barely escaped relegation from the Premier League.
The Brazil international is regarded as one of the Toffees' best player and he finished the season as their top scorer with 10 league goals, double the tallies of Demarai Gray and Dominic Calvert-Lewin in joint-second.
Richarlison had been linked with a move to Spurs' bitter rivals Arsenal and manager Mikel Arteta is in need of a striker.

Pierre-Emerick Aubameyang wasn't replaced in January and Alexandre Lacazette has re-joined Lyon after the expiry of his contact.
Their only first-team striker is Eddie Nketiah and he's out of contract in the summer, although fresh terms have been offered.
Spurs qualified for the Champions League ahead of the Gunners however and that'll probably help Richarlison make his decision.
When asked about leaving Everton last month, Richarlison told Globo: "I’ve already made it clear to the board, I’ve already talked to [Frank] Lampard too, with my managers and they know what I want. Let’s wait for June.

"Now I can’t talk, because when I talk about leaving a club I’m kind of like this, because of the history I have at Everton, the affection that the fans have for me, when I talk about leaving I’m a little speechless."
Everton need to sell this summer for funds and know Richarlison will fetch the biggest price.
Antonio Conte has already added Ivan Perisic and Fraser Forster to his squad as free agents and more are on the way.

They're edging closer to a deal for Middlesbrough wing-back Djed Spence and continue to be linked with former player Christian Eriksen.
The Denmark international returned to English football on a short-term deal with Brentford in January and is keeping his options open.
Eriksen spent seven years at White Hart Lane before moving to Inter Milan to work under Conte in 2020.
