City will pay an initial £45 million and that could rise with add-ons. Darko Gyabi has also moved the opposite way in a deal worth £5 million.
Phillips is expected to play a key role in Pep Guardiola's side, with club captain Fernandinho departing at the end of last season. He will challenge Rodri for a starting spot at the base of City's midfield.
The 26-year-old may also be used further forward and gives the reigning Premier League champions more depth in midfield.

City's highest earner is Kevin De Bruyne, who takes home a whopping £400,000-per-week.
Summer recruit Erling Haaland is just below that on £375,000-per-week after a blockbuster transfer from Borussia Dortmund.

Phillips helped Leeds win the Championship in 2020 and it marked a return to the Premier League for the first time in 16 years.
They comfortably finished ninth in 20/21, but Phillips battled injuries in the last campaign as Leeds battled relegation. They survived after a final day victory over Brentford.
Phillips told CityTV: "I think over the past few years at Leeds, I've done really well.
"Obviously, I got into the England squad as well and done really well there and I’m very appreciative of what I’ve done at Leeds and everyone I’ve been around.
"I just want to test myself on the next step with players who have an unbelievable work ethic and an unbelievable manager as well.
"The quality of the players City have got, the way that they play and the way that they pass the ball around is an unbelievable style of play.
"It’s something I’ve always been attracted to."
