Manchester City and Chelsea have been handed shock odds to be relegated next season amid Financial Fair Play uncertainty.
Both Man City and Chelsea have been sent a warning over FFP rules and could face severe sanctions if they are found guilty of any breaches.
Man City, who won their fourth Premier League title in a row last weekend, are awaiting the outcome of 115 charges brought against them by the league at the start of last year, with Richard Keys breaking down the charges levelled against the Blues.
As for Chelsea, they have been not charged over financial breaches, but there are concerns within the club having spent more than £1 billion under Todd Boehly's ownership

Robert Glancy KC, Mark Hovell and Steve Holt, who were in the commission who dished out the punishment to Nottingham Forest, wrote how the sanctions for Man City and Chelsea ranged from a warning to expulsion from the Premier League.
In their 52-page document, they said: "Where a PSR breach is 'minor', then it will be for other Commissions to determine if any points deduction is necessary, appropriate or proportionate.
"But if the breach is properly described as 'major' then it may be the case that even a very severe sanction such as expulsion is more appropriate."
