Bennacer spent two years at Hale End between 2015 and 2017 but only made one senior appearance for the Gunners in a League Cup defeat to Sheffield Wednesday.
The Algerian left Arsenal for Empoli in the 2017-18 season, before moving to Milan two years later.
Bennacer has been described as a “complete midfielder” by his manager, Pioli and was a driving force in Milan's run to the Serie A title last season.
