The 26-year-old made 30 appearances in all competitions this season but amassed only 905 minutes of Premier League football. Winks found himself behind Pierre-Emile Höjbjerg, Rodrigo Bentancur and Oliver Skipp in the pecking order, so he might need to leave for more playing time.
Skipp is set to feature a lot more next term, with Conte also looking to add several new faces in midfield to bolster their depth ahead of a first Champions League campaign since 2019/20.
Tottenham are also said to be keen to sell several players as Conte looks to adjust his squad ahead of next season.
Tanguy Ndombele, Bryan Gil and Giovani Lo Celso, who all spent the second half of the campaign on loan, are expected to leave.

Meanwhile. the futures of Steven Bergwijn, Sergio Reguilon and Joe Rodon remain up in the air, and the trio could also be sold at the right price.
Winks is the most likely to depart earliest in the window, however, with the number of suitors involved.
Overall in his career at Spurs he has been bit-part player, making 203 appearances since his debut in late 2014.
He will leave the club in the same manner, but with little vitriol as a graduate of the clubs’ academy.
